Oct. 21–The FBI has opened another front in its sprawling investigation of Philadelphia City Hall, asking questions about a health-insurance contract for thousands of city employees.
The contract was approved at the request of a city workers’ union chief and was set up with the help of two politically connected insurance brokers.
City Personnel Director Lynda Orfanelli said FBI agents interviewed her at length last month about the contract with the American Family Life Assurance Co., better known as AFLAC.
